Richmond, CA adopted district-based voting for its City Council seats beginning in 2020. Since then, there have been two election cycles under this system (2020 and 2022), with each district voting on a staggered schedule.
What this means:
đ The Mayor is still elected at-large. Every registered voter in Richmond can cast a ballot for mayoral candidates.
đ Councilmembers are elected by district. Only residents of a given district can vote for candidates running to represent that district. For example, only those who live in District 3 will be able to vote for Manmeet Singh in the upcoming election.
